Job Summary: The Operations and Finance Coordinator provide strategic financial stewardship, operational coordination, and systems oversight at hub level, ensuring that Oxfam’s resources are effectively planned, monitored, safeguarded, and utilised in support of high-quality programme delivery across the Southern Africa (SAF) Cluster. The role is responsible for maintaining strong financial discipline, robust budgeting systems, expenditure oversight, compliance, and operational controls across one or more countries within a hub structure. Working closely with the Operations Lead, Programme Accountant, programme teams, and partners, the role ensures that financial systems are accurate, transparent, and strategically aligned with organisational priorities while also strengthening operational processes that support efficient delivery. This position plays a critical role in supporting informed operational and financial decision-making by providing high-quality financial analysis, strengthening internal controls, and ensuring consistent compliance with donor regulations, Oxfam policies, and safeguarding standards. It also contributes to risk mitigation, partner financial oversight, and continuous operational improvement. Operating without broad direct line management responsibility, the role requires high professional autonomy, strong analytical and advisory capacity, systems thinking, and the ability to influence cross functional decision-making within a complex multi-country, partner-led environment. Through strong financial and operational leadership, the Operations and Finance Coordinator significantly strengthens Oxfam’s regional operating model by ensuring financial integrity, operational efficiency, and accountable resource management that underpin long-term organisational sustainability and programme effectiveness. EXPERIENCE, KNOWLEDGE & COMPETENCIES Essential Master’s degree in finance, Accounting, Business Administration or related field. Alternatively, a bachelor’s degree combined with a full professional accounting qualification (ACCA, CIMA, CPA or equivalent) will be considered. 4–6 years of relevant experience in finance, budgeting, operations, and financial reporting within development or humanitarian contexts. Proven capability in financial systems management, operational oversight, compliance, and risk management. Strong communication, analytical, and decision-making skills. Ability to build strong, credible relationships with internal and external individuals and organisations. Excellent personal communication skills, in written and verbal English, with strong influencing and persuasive skills. A high level of self-awareness, personal energy, stamina and flexibility. Proven experience as a team worker and demonstrably cooperative with members of other teams.
