Job Description
NURSING AND MIDWIFERY COUNCIL OF ZAMBIA (NMCZ)
The Nursing and Midwifery Council of Zambia (NMCZ) is a statutory body established under the Nurses and Midwives Act No. 10 of 2019. The Council is mandated to regulate nursing and midwifery education, training, and practice in Zambia to ensure safe, competent, and professional nursing and midwifery care to the public.
The Council invites applications from suitably qualified, experienced, and result-oriented individuals to fill the following vacant position:
1.0 DIRECTOR – FINANCE
Salary Grade: NMCZ01
A. Employment Type

B. Job Purpose
Reporting to the Registrar and Chief Executive Officer, the incumbent will oversee the management of financial resources, stores, and assets in order to facilitate prudent utilisation and accountability of public resources.
C. Key Responsibilities
Oversee the development, review, and implementation of financial management policies and guidelines to guide the utilisation and accountability of public resources.
Oversee the preparation of financial reports and statements to provide information to stakeholders, facilitate informed decision-making, and comply with statutory requirements.
Coordinate the preparation and implementation of the annual budget to facilitate mobilisation and utilisation of resources.
Oversee the preparation of management accounts to provide information for management decision-making.
Oversee management of income and expenditure to facilitate prudent utilisation of resources.
Oversee preparation and maintenance of the asset register to ascertain asset values, location, and working conditions.
Oversee timely processing of payroll and statutory returns to facilitate payment of salaries and statutory obligations.
Oversee preparation of responses to audit queries to facilitate informed decision-making and implementation of appropriate interventions.
Oversee investment of excess funds to enhance the financial base of the Council and ensure financial stability.
Undertake provision of secretariat services to the Finance, Administration and IT Committee of the Council.
Oversee identification and management of risk areas and implementation of appropriate interventions.
Oversee management of donor funds in compliance with donor agreements and financial regulations.
Oversee management of stores to facilitate accountability.
Oversee and coordinate activities of the department to enhance performance management systems.
Oversee effective utilisation of human, financial, and other resources to facilitate achievement of departmental objectives.
D. Job Requirements
Applicants must possess:
Full Form V or Grade 12 School Certificate.
Bachelor’s Degree in Accounting, CA, ACCA, CIMA, or equivalent qualification.
Membership of the Zambia Institute of Chartered Accountants (ZICA).
At least ten (10) years of relevant experience, of which four (4) years should be at management level.
Ability to communicate effectively in English and write technical and analytical reports.
Proficiency in Microsoft Office applications, including Word, Excel, and PowerPoint.

2.0 Legal Counsel – Salary Grade (NMCZ1)
A. Employment Type:
Fixed-Term Contract
B. Job Purpose
Reporting to Registrar and Chief Executive Officer, the incumbent will provide legal and corporate governance services to the Board and Council committees in order to safeguard the interests of the Council.
C. Key Responsibilities
Provides comprehensively expert legal opinion on Agreements, Memoranda of Understanding and Contracts in order to ensure the Council’s interests are protected and actual obligations are met.
Undertakes effectively the representation of the Council in Courts of law and quasi-judicial bodies in order to safeguard the Council’s legal standing.
Undertakes timely the provision of secretariat services to the Board and Council committees in order to facilitate efficient conduct of Board business, communication, organization and coordination of Board activities.
Oversees effectively the conduct of investigations into complaints in order to facilitate informed decision making.
Oversees effectively the drafting and review of legal documents in order to safeguard the interests of the Authority and ensure compliance with the law.
Undertakes effectively the interpretation of the Nurses and Midwives Act and other relevant statutes in order to provide authoritative guidance to the Board and Management.
D. Job Requirements
Full Form V or Grade 12 School Certificate or equivalent.
Bachelor of Laws (LLB) Degree.
Advocate of the High Court of Zambia.
Member of the Law Association of Zambia (LAZ).
At least 4 years’ experience at the Bar, with 2 years at Senior Management level.
Able to communicate effectively in English and write technical and analytical reports.

3.0 Manager – Internal Audit and Risk Management – Salary Grade (NMCZ2)

B. Job Purpose
Reporting to Registrar and Chief Executive Officer, the incumbent will manage internal audit and risk management activities in order to provide independent assurance on governance, risk management, and internal controls.
C. Key Responsibilities
Manages effectively the development, review and dissemination of audit and risk management policies and guidelines in order to ensure effective governance, risk management, and internal control processes.
Manages effectively the conduct of audits in order to provide independent and objective assurance on the effectiveness of governance, risk management, and internal controls.
Manages and coordinates the development and implementation of risk-based annual audit plans in order to assure the soundness of the Council’s governance and control environment.
Manages periodically physical verification of Council assets in order to ascertain existence, working condition, service potential and ownership.
Coordinates effectively the development, review and implementation of Enterprise Risk Management framework in order to mitigate risks.
Manages effectively the provision of secretariat services to the Audit and Risk Committee in order to facilitate the conduct of the business.
Manages effectively the implementation of the performance management system in order to monitor, evaluate and enhance performance.
Manages effectively utilization of human, financial and other resources in order to facilitate the achievement of departmental objectives.
D. Job Requirements
Full Form V or Grade 12 School Certificate or equivalent.
Bachelor’s Degree in Accounting, CA, ACCA, CIMA or equivalent.
Must be a member of the Zambia Institute of Chartered Accountants.
At least 5 years of relevant experience.

4.0 MANAGER – EDUCATION AND TRAINING – SALARY GRADE (NMCZ2)

Reporting to the Director – Education and Training, the incumbent will manage the education and training of nurses and midwives in order to enhance the quality, relevance and effectiveness of education, training and practice.
C. Key Responsibilities
Manages effectively the formulation and review of policies and guidelines in order to guide the implementation of nursing and midwifery education and training programmes.
Manages effectively the assessment of higher education institutions in order to facilitate approval of Nursing and Midwifery training programmes and ensure high-quality education and training.
Manages effectively the development, review and vetting of nursing and midwifery curricula and training manuals in order to ensure alignment with current practice trends.
Manages effectively assessment of institutions in order to ensure accreditation of applicants who meet the set standards as practical training sites, NMCZ examinations centres and CPD providers.
Manages effectively the conduct of research in nursing and midwifery in order to generate new knowledge and improve education and practice for Nurses and Midwives.
Manages effectively the development and implementation of capacity-building and CPD programmes in order to enhance requisite knowledge, competencies and skills for nurses and midwives.
Manages effectively the implementation of the performance management system in order to monitor, evaluate and enhance performance.
Manages effectively utilization of human, financial and other resources in order to facilitate the achievement of departmental objectives.

Bachelor Degree in Nursing/Midwifery or equivalent.
8 years of which 2 should be at supervisory level.
Registered and licensed with the Nursing and Midwifery Council of Zambia.

5.0 Manager – Human Capital and Administration – Salary Grade (NMCZ2)

Manages effectively the development and implementation of talent management strategies in order to attract, develop, and retain top talent and ensure a high-performing workforce.

Full Form V or Grade 12 School Certificate or equivalent.
Bachelor’s degree in Human Resource Management/Public Administration or equivalent.
At least 8 years of relevant experience of which 2 should be at management level.
Must be a member of the Zambia Institute of Human Resource Management.
Demonstrate practical knowledge of Zambian labour laws.
Able to communicate effectively in English and write technical and analytical reports.
Demonstrate proficiency in MS Office programs, including skills in Word, Excel, and PowerPoint.
Fluent in English with excellent communication, coordination and problem-solving skills, rigorous, responsible and strong execution ability.

6.0 Monitoring and Evaluation Officer – Salary Grade (NMCZ3)

Reporting to the Director – Corporate Affairs, the incumbent will supervise and undertake the monitoring and evaluation of institutional programs in order to ascertain institutional performance, track progress, and facilitate interventions.
C. Key Responsibilities
Undertakes effectively the development, review and dissemination of monitoring and evaluation policy and guidelines in order to guide conduct of business and decision making.
Undertakes effectively the monitoring and evaluation of Council programmes and nursing and midwifery institutions in order to ascertain institutional performance, track progress, and recommend remedial interventions.
Undertakes effectively the development and reviewing of monitoring and evaluation tools in order to provide appropriate intervention.
Undertakes effectively M&E data compilation and analysis for council programs in order to meet the requirements and needs.
D. Job Requirements
Full Form V or Grade 12 School Certificate or equivalent.
Bachelor’s Degree in Monitoring and Evaluation, Economics, Social Sciences, Statistics, Project Management, or related field.
At least 8 years relevant experience, 2 of which should be at management level.
Professional training/certification in Monitoring & Evaluation, Project Management (e.g. PRINCE2, Results-Based Management).
Demonstrate ability to write technical and analytical reports.
Able to communicate effectively in English.
