Job Description
Position OverviewThe Human Resource Officer will manage daily HR operations, staff welfare, and local labor law compliance. This role acts as a primary bridge between management and employees to build a collaborative, mission-driven workspace. The position ensures all employment practices strictly mirror both organizational values and statutory legal regulations.Key ResponsibilitiesTalent Acquisition & OnboardingDraft clear job descriptions alongside hiring managers.Manage open vacancy postings across relevant NGO networks.Screen incoming job applications to create technical shortlists.Coordinate interview panels and administer candidate skills assessments.Conduct extensive background checks and verify professional references.Lead employee induction programs to integrate new field hires.Employee Relations & SafeguardingAct as a trusted contact for resolving internal workplace disputes.Enforce organizational safeguarding rules regarding protection from exploitation and abuse.Promote cultural diversity awareness across multi-cultural field teams.Maintain anonymous grievance channels to safely escalate staff complaints.Coordinate regular team-building exercises to sustain high staff morale.Performance Management & DevelopmentTrack annual appraisal timelines and follow up on delayed reviews.Conduct training gap analyses to spot critical skills shortages.Coordinate continuous professional training for local and national staff.Evaluate learning program outcomes to gauge training return on investment.Compensation, Benefits & AdministrationReview monthly project timesheets for accurate payroll calculation.Administer employee benefits programs including medical schemes and group insurance.Monitor individual leave balances to prevent excess rollover days.Maintain organized digital personnel files within the internal HR database.Manage visa and work permits for incoming expatriate personnel.Oversee formal exit interviews and complete mandatory off-boarding clearance.Compliance & Donor ReportingAlign all operational policies with prevailing national labor laws.Prepare monthly HR metric metrics for senior management review.Compile detailed human resource reports required by institutional donors.Provide verified employment data during external financial project audits.Required Qualifications & ExperienceEducation & LicensureBachelor’s Degree in Human Resource Management, Business Administration, or Industrial Relations.Active professional membership with your national HR regulating body.ExperienceMinimum 3–5 years of progressive HR experience.At least 2 years working directly within an NGO or humanitarian framework.Proven field experience managing teams across decentralized provincial offices.Technical & Soft SkillsDeep structural knowledge of national labor legislation and employment acts.Hands-on proficiency with HRIS software and integrated payroll systems.Advanced data skills using Microsoft Excel for workforce analytics.Absolute professional discretion when interacting with highly sensitive records.Excellent written communication for writing policy manuals and donor briefs.
