CALL FOR CONSULTANCYBaseline Survey Consultant – Southern African Food and Economic Empowerment Programme (SAFEE), ZambiaPeople's Process on Housing and Poverty in Zambia (PPHPZ), on behalf of We Effect Zambia and the SAFEE Consortium, invites qualified consulting firms and individual consultants to submit proposals to undertake a Supplementary Baseline Survey for the Southern African Food and Economic Empowerment Programme (SAFEE) in Zambia. The assignment will generate baseline evidence to inform project implementation, Monitoring, Evaluation, Accountability and Learning (MEAL), and future impact assessment.BackgroundThe Southern African Food and Economic Empowerment Programme (SAFEE) is a regional initiative implemented in Malawi, Mozambique, Zambia and Zimbabwe. The programme seeks to strengthen inclusive and democratic cooperatives, member-based organizations and civil society organizations in promoting the right to food, women's economic empowerment, climate resilience, sustainable livelihoods, and food systems transformation. In Zambia, the programme is being implemented across Eastern, Southern, Central and Lusaka Provinces, covering 10 districts.Purpose of the ConsultancyThe consultant will conduct a supplementary baseline study that will:Establish benchmark values for project outcome indicators;Update existing baseline information from the previous programme phase;Assess the current implementation context;Validate the project's Theory of Change;Generate recommendations to strengthen implementation and policy engagement; andContribute to the consolidation of the regional baseline report.Scope of WorkThe successful consultant will be expected to:Prepare an inception report and detailed work plan.Review and refine study tools and methodology.Train enumerators and supervise field teams.Conduct quantitative and qualitative data collection.Ensure quality assurance of all collected data.Analyse quantitative and qualitative datasets.Facilitate stakeholder validation meetings.Produce draft and final baseline reports.Update the project results framework using baseline findings.Support preparation of the regional baseline report.Geographical CoverageThe assignment will cover the following districts in Zambia:LusakaKafueChongweChisambaMumbwaChadizaPetaukeNyimbaZimbaMonguDurationThe consultancy is expected to be completed within 30 calendar days, including inception, fieldwork, analysis, validation, reporting and contribution to the regional baseline compilation.Minimum QualificationsThe Lead Consultant should possess:A Master's degree (or higher) in Development Studies, Social Sciences, Economics, Agricultural Development, Gender Studies or a related discipline.At least 5 years' experience conducting program baselines and evaluations.Demonstrated experience evaluating civil society, food security, livelihoods or rights-based programs.Strong expertise in mixed-methods research.Excellent quantitative and qualitative data analysis skills.Knowledge of SPSS, NVivo and digital data collection platforms.Excellent report writing and presentation skills.Experience working with international development organizations.Knowledge of the Zambian development context and local languages will be an added advantage.Required Application DocumentsInterested consultants should submit:Technical Proposal (maximum 20 pages), including:Understanding of the assignment;Detailed methodology;Evaluation matrix;Sampling strategy;Work plan;Team composition.Financial Proposal in ZMW, including:Detailed budget;Daily rates;Budget justification.Supporting documents:CVs of all proposed personnel;Three similar assignments completed within the last five years;Three professional references;Copies of academic qualifications;Company registration certificate (where applicable);Valid Tax Clearance Certificate;Signed availability declarations.Evaluation CriteriaProposals will be evaluated based on:Technical Proposal – 50%Financial Proposal – 30%Relevant Experience - 20%The technical evaluation will consider:Academic qualificationsMethodology and approachRelevant experienceTeam qualificationsPrevious similar assignmentsSubmission DetailsSubmission Deadline: 21st July 2026Email: info@peoplesprocess.org cc emmanuelmwiyambango@gmail.comEmail Subject: SAFEE Program Baseline ProposalImportant InformationOnly electronic submissions will be accepted.Late or incomplete applications will not be considered.Only shortlisted applicants will be contacted.PPHPZ reserves the right to accept or reject any proposal without assigning reasons.The selected consultant will be expected to comply with We Effect's safeguarding, research ethics, confidentiality and data protection requirements throughout the assignment.For full details of the assignment, including the Terms of Reference, please refer to the attached document: https://drive.google.com/file/d/10LKQxRd1dq3NO7Frz6rmbU8pXOfN1fkG/view?usp=sharing
