Job Description
The Monitoring and Evaluation (M&E) Officer is responsible for designing, implementing, and managing monitoring and evaluation systems to measure the effectiveness, efficiency, and impact of organizational programs and projects. The role involves collecting, analyzing, and interpreting data, tracking key performance indicators (KPIs), preparing reports, and providing evidence-based recommendations to improve program performance and support strategic decision-making.Key ResponsibilitiesDevelop and implement monitoring and evaluation frameworks, tools, and methodologies.Design logical frameworks (LogFrames), results frameworks, and performance measurement plans.Develop indicators, data collection tools, and monitoring plans for projects and programs.Collect, verify, clean, and analyze quantitative and qualitative data.Monitor project progress against established objectives, outputs, outcomes, and impact indicators.Conduct baseline studies, mid-term reviews, end-line evaluations, and impact assessments.Maintain accurate databases and ensure data quality, integrity, and confidentiality.Prepare monthly, quarterly, annual, and donor reports.Develop dashboards and performance reports for management decision-making.Conduct field monitoring visits to assess project implementation and compliance.Identify implementation challenges and recommend corrective actions.Train project staff and partners on monitoring and evaluation tools and best practices.Support project planning through data-driven insights and performance analysis.Ensure compliance with donor reporting requirements and organizational M&E standards.Collaborate with program teams to strengthen learning, accountability, and continuous improvement.Support organizational research, surveys, and special studies.Education ProfileA Master's Degree in Monitoring and Evaluation, Statistics, Public Policy, Economics, Development Studies, Public Health, or a related discipline is an added advantage.Professional certifications in Project Management, Monitoring & Evaluation, Data Analytics, or Results-Based Management are highly desirable.ExperienceMinimum of 5 years of progressive experience in monitoring and evaluation, project management, program performance management, research, or data analysis.Proven experience designing and implementing monitoring and evaluation frameworks for development or corporate programs.Demonstrated experience conducting baseline surveys, evaluations, and impact assessments.Strong experience in quantitative and qualitative data collection, management, analysis, and reporting.Experience working with donor-funded projects and reporting requirements (e.g., USAID, UN agencies, World Bank, EU, DFID, GIZ, or other development partners) is an added advantage.Experience using statistical software such as SPSS, STATA, R, Python, Power BI, Tableau, KoboToolbox, ODK, or Microsoft Excel for data analysis and visualization.Experience developing dashboards and presenting performance reports to senior management and stakeholders.Strong understanding of Results-Based Management (RBM), Logical Framework Approach (LogFrame), Theory of Change, and performance measurement methodologies.Experience conducting field monitoring and working with multidisciplinary project teams.Required SkillsTechnical SkillsMonitoring and Evaluation Framework DesignData Collection and ManagementStatistical AnalysisData Visualization and Dashboard DevelopmentPerformance MeasurementResearch MethodologySurvey DesignDatabase ManagementResults-Based Management (RBM)Logical Framework (LogFrame)Theory of ChangeMicrosoft Excel (Advanced)Power BI / TableauSPSS / STATA / R / PythonReport WritingSoft SkillsAnalytical and Critical ThinkingProblem-SolvingAttention to DetailCommunication and Presentation SkillsStakeholder EngagementProject CoordinationTime ManagementTeamwork and CollaborationOrganizational SkillsDecision-MakingAdaptabilityIntegrity and AccountabilityKey CompetenciesMonitoring and EvaluationData AnalysisStrategic ThinkingEvidence-Based Decision MakingResearch and LearningQuality AssuranceResults OrientationRisk AssessmentContinuous ImprovementReport WritingPlanning and OrganizationProfessional EthicsKey Performance Indicators (KPIs)Timely submission of monitoring and evaluation reports.Data accuracy and quality assurance compliance.Percentage of projects monitored according to schedule.Achievement of program performance indicators.Timely completion of evaluations and assessments.Quality and usability of management dashboards.Compliance with donor reporting requirements.Implementation rate of recommendations from evaluations.Stakeholder satisfaction with M&E reporting.Improvement in program performance based on monitoring findings.
