TRANSPORT / TRAFFIC SPECIALIST

BACKGROUNDEM ASSOCIATES LIMITED is mobilising a team of experts to respond to the African Development Bank (AfDB) funded Road Infrastructure Improvement Programme. The 4-year programme aims to improve regional interconnectivity, reduce transport costs, and enhance socio-economic development.We are looking for a Transport / Traffic Specialist to join our consultancy team. The specialist will be responsible for all traffic-related data collection, analysis, and reporting, providing critical inputs for the project's baseline, mid-term, and final evaluations.KEY RESPONSIBILITIESDesign and implement traffic surveys to measure key outcome indicators, including travel time and transport costs.Conduct traffic counts, vehicle operating cost analysis, and origin-destination studies.Analyze survey data using statistical and modelling tools to assess the impact of road improvements on mobility and efficiency.Prepare technical reports on traffic findings for inclusion in baseline, mid-term, and final evaluation reports.Assist the Team Leader in supervising other team members and coordinating field activities.Contribute to the development of traffic projections and recommendations for transportation planning.QUALIFICATIONS AND EXPERIENCEAcademic: Bachelor’s degree in urban or Regional Planning, Engineering, Statistics, Mathematics, Geography, Economics, or a related field.Professional Experience:Minimum of 10 years of professional experience, with at least 8 years in a role equivalent to a Transportation Planner or Transport/Traffic Specialist.Demonstrated experience in carrying out urban and rural transportation projects, including monitoring and evaluation, traffic projections, and survey data analysis.Experience working on road projects in Sub-Saharan Africa is an added advantage.Skills:Proficiency in traffic analysis software and data analysis tools.Strong analytical skills and ability to interpret complex data.Excellent written and oral communication skills in English.Registration: Must be a registered member of a recognised professional body.HOW TO APPLYInterested and qualified candidates should submit their CV and a cover letter detailing their relevant experience to partnership@emassociate.net with the subject line: "Application: Transport Specialist " .
