World Wide Fund for Nature (WWF) invites qualified insurance providers or brokers to submit proposals for the provision of staff insurance policies across selected countries in East and Southern Africa (ESA), namely Mozambique, Madagascar, Uganda, Tanzania, Zambia, and Zimbabwe. This initiative forms part of a regional harmonization effort aimed at strengthening, standardizing, and improving the quality of staff insurance coverage across WWF offices in the region. 1. Context and justification WWF provides staff with core benefits in line with its Compensation and Benefits policies, including but not limited to health insurance coverage. Under WWF’s policy framework, staff are entitled to insurance coverage for accidents and illness, including access to medical and hospital care, as well as protection against risks such as temporary incapacity, permanent disability, and death in service. Given WWF’s multi-country operational presence in East and Southern Africa (ESA), and the diversity of existing local insurance arrangements, there is a need to harmonize and strengthen the provision of insurance services across the region. This initiative aims to establish a coordinated and efficient insurance framework with a qualified provider, capable of delivering consistent and reliable coverage across the ESA countries, while allowing for country-level flexibility in coverage design and financial contributions. 2. Objectives The objectives of this assignment are to: · Harmonize staff insurance frameworks across ESA countries under a coordinated regional approach · Ensure minimum coverage standards aligned with WWF global policies · Improve the quality and accessibility of insurance services, particularly for field-based staff · Strengthen healthcare provider networks, including access in remote and rural areas · Introduce flexibility mechanisms to accommodate country-specific needs and contexts· Provide options for staff to extend coverage to eligible dependents at their own cost · Enhance administrative efficiency through streamlined processes and improved coordination 3. Scope of services This assignment covers the provision of comprehensive staff insurance services across the selected ESA countries. The insurance package shall include, but not limited to: 3.1 Health Insurance (Staff and Eligible Dependents) Coverage of medical expenses for staff and their eligible dependents, including but not limited to: · consultations and other outpatient care · surgery and other Inpatient care · pharmaceutical expenses · maternity care · dental · optical · chronic diseases 3.2 Individual Accident Insurance (Staff Only) Coverage for risks related to accidents, including: · accidental death · temporary or permanent disability caused by an accident3.3 Health Coverage Abroad (Staff – frequent travellers) International medical coverage for staff travelling outside their duty country, including:· emergency medical treatment · hospitalization · medical evacuation where necessary 3.4 Funeral Expenses (Staff and Eligible Nuclear Family Members) Coverage of funeral-related expenses in the event of death of: · employee · an eligible member of the nuclear family: spouse, children up to 21 years old.4. Technical Proposal Requirements Bidders are required to submit a comprehensive technical proposal demonstrating their capacity to deliver the requested insurance services across the selected ESA countries. The technical proposal must be clear, structured, and aligned with the requirements outlined in this Call for Tender. 5.1 Company Profile and Experience Bidders shall provide:· Company overview (legal status, ownership, years of operation) · Proof of licensing and authorization to operate in the insurance sector · Demonstration of operational presence directly or through partners in the six (6) target countries namely Mozambique, Madagascar, Uganda, Tanzania, Zambia, and Zimbabwe. · Experience in delivering similar insurance services, preferably in multi-country or NGO/international organization contexts · References from at least three (3) similar assignments 5.2 Proposed Service Delivery Model Bidders shall describe: · How services will be delivered across the ESA region · Coordination between regional and country-level operations · Local representation or partner arrangements in each country · Customer support structure (including focal points and communication channels) 5.3 Coverage Proposal Bidders shall provide a detailed description of the proposed coverage, including: · Health insurance (staff and eligible dependents) · Individual accident insurance (staff only) · Health coverage abroad (travellers) · Funeral expenses (staff and eligible nuclear family members) The proposal must clearly specify: · coverage limits · reimbursement rates · exclusions · optional benefits or extensions 5.4 Healthcare Provider Network Bidders shall provide: · A list or description of partner healthcare providers (hospitals, clinics, pharmacies)· Geographic coverage, including remote and field locations · Approach to expanding the network where gaps exist · Mechanisms for ensuring quality of care 5.5 Claims Management and Service Delivery Bidders shall describe: · The claims submission and processing procedure (step-by-step) · Required documentation · Average reimbursement timelines (expected ≤ 15 calendar days) · Digital tools or platforms available for claims submission and tracking · Customer support mechanisms for claims follow-up 5.6 Country-Level Adaptability Bidders shall demonstrate their ability to: · Adapt insurance solutions to different country contexts · Handle variations in: o staff population o coverage levels (%) o budget constraints · Provide flexible and scalable solutions under a unified regional framework 5.7 Implementation and Transition Plan Bidders shall provide: · A proposed implementation timeline · Approach to onboarding countries · Transition plan from existing insurance providers (if applicable) · Staff enrolment process · Communication and awareness plan for staff 5.8 Compliance and Risk Management Bidders shall demonstrate: · Compliance with applicable insurance regulations in each country· Risk management mechanisms · Reinsurance arrangements (if applicable) · Measures to ensure continuity of service 5.9 Added Value and Innovation (Optional) Bidders may include: · Digital solutions (mobile apps, online platforms, dashboards) · Preventive health programs or wellness initiatives · Value-added services improving user experience 6. Financial Proposal Requirements Bidders are required to submit a separate Financial Proposal, clearly detailing the cost structure of the proposed insurance services. ❖ Important:The Financial Proposal must be submitted as a separate document from the TechnicalProposal and must not be included in the same file. 6.1 Country-Specific Pricing Requirement Given the differences in cost of living, healthcare systems, and market conditions across the ESA region, bidders are required to provide separate pricing for each country. Submission Modalities Interested bidders are invited to submit their proposals in accordance with the requirements outlined in this Call for Tender. - Bidders must submit a Technical Proposal prepared in line with Section 5 and a Financial Proposal prepared in line with Section 6. - The Technical and Financial Proposals must be submitted as separate documents. Proposals shall be submitted electronically via email to recruitafrica@wwfint.org no later than May 31, 2026 Late submissions will not be considered.
