TERMS OF REFERENCE (TOR)Procurement for Development and Design of a Post-Harvest Management Training Module1. BackgroundPost-harvest losses remain a significant challenge affecting food security, household incomes, and market efficiency, particularly among smallholder farmers. In response, [Organization Name] seeks to develop a comprehensive Post-Harvest Management (PHM) Training Module aimed at strengthening the capacity of farmers, extension workers, and community groups to reduce losses, improve quality, and enhance market readiness.This Terms of Reference (TOR) outlines the requirements for the procurement of a qualified consultant/firm to develop and design a structured, user-friendly, and context-specific training module.2. Objective The overall objective is to develop a high-quality Post-Harvest Management Training Module that is practical, scalable, and tailored to local agricultural systems.Specific Objectives:To design a comprehensive curriculum covering key aspects of post-harvest management.To develop training materials suitable for both trainers and beneficiaries.To incorporate climate-smart and gender-responsive approaches.To ensure the module is accessible, participatory, and adaptable for different literacy levels.3. Scope of WorkThe selected consultant/firm will undertake the following tasks:3.1 Needs AssessmentReview existing project documents, policies, and training materials.Conduct stakeholder consultations (project staff, farmers, extension officers).Identify gaps in current post-harvest practices and training resources.3.2 Module DevelopmentDevelop a structured training module covering, but not limited to:a)      Introduction to Post-Harvest Managementb)      Causes and Impact of Post-Harvest Lossesc)      Harvesting Techniques and Timingd)      Handling and Sorting Practicese)      Storage Technologies and Solutionsf)       Pest and Disease Control in Storageg)      Value Addition and Processingh)      Packaging, Transportation, and Marketingi)       Food Safety and Quality Standardsj)       Climate-Smart Post-Harvest Practicesk)      Gender and Social Inclusion in PHM3.3 Instructional Designa)      Develop a learner-centered curriculum with clear learning objectives.b)      Include session plans, facilitator guides, and participant handbooks.c)      Integrate participatory methods (case studies, demonstrations, group work).d)      Ensure content is culturally relevant and context-specific.3.4 Graphic Design and Layouta)      Design visually appealing training materials.b)      Incorporate illustrations, infographics, and diagrams.c)      Ensure readability for low-literacy audiences.d)      Prepare both print-ready and digital formats.3.5 Validation and Finalizationa)      Facilitate a validation workshop with stakeholders.b)      Incorporate feedback into final materials.c)      Deliver finalized module and all supporting resources.4. DeliverablesThe consultant/firm will be expected to deliver:a)      Inception report with methodology and work plan.b)      Needs assessment report.c)      Draft Post-Harvest Management Training Module.d)      Facilitator guide and participant manual.e)      Designed and formatted training materials (print and digital).f)       Validation workshop report.g)      Final revised module and tools.5. Duration of the AssignmentThe assignment is expected to be completed within a period of 2 to 3 weeks from the date of contract signing.6. Required QualificationsConsultant/Firm Requirements:·        Proven experience in agricultural training module development.·        Strong expertise in post-harvest management and food systems.·        Experience in instructional design and adult learning methodologies.·        Demonstrated graphic design capabilities.·        Experience working with NGOs, rural communities, or development projects.Key Personnel:·        Lead Expert in Agriculture/Post-Harvest Management.·        Training/Instructional Design Specialist.·        Graphic Designer.7. Reporting and SupervisionThe consultant/firm will report to the Project Manager or designated focal person. Regular progress updates will be required throughout the assignment.8. Proposal RequirementsInterested bidders must submit:·        Technical proposal outlining methodology and approach.·        Financial proposal with detailed budget breakdown.·        Company/consultant profile.·        Evidence of previous similar work (samples or links).·        CVs of key personnel.9. Evaluation CriteriaProposals will be evaluated based on:·        Technical approach and understanding of the assignment (30%)·        Relevant experience and past performance (30%)·        Qualifications of key personnel (20%)·        Financial proposal (20%)10. Payment TermsPayments will be made based on deliverables as follows:·        30% upon approval of inception report·        40% upon submission of draft module·        30% upon submission and approval of final deliverables11. Ethical ConsiderationsThe consultant/firm must adhere to safeguarding, child protection, and ethical research standards throughout the assignment.12. Intellectual PropertyAll materials developed under this assignment shall remain the property of [Organization Name].
