MANAGER – INFORMATION & COMMUNICATION TECHNOLOGY
JOB PURPOSE
The ICT Manager will play a critical role in developing digital solutions, managing technological infrastructure, and ensuring the smooth, secure, and environmentally sustainable operation of ICT systems within the Authority. As the main in-house developer, the job holder is responsible for creating digital platforms that transform HEA into a digital, future-ready, and eco-efficient powerhouse. The role involves designing ICT strategies, policies, and systems that align with the Authority’s higher education objectives while actively minimizing the organization’s carbon footprint through Green IT initiatives, paperless workflows, energy-efficient computing, and responsible electronic waste (e-waste) management. The IT Manager will oversee day-to-day IT operations, supervise the IT team, provide technical support, and manage projects with a strict emphasis on data security, system integration, regulatory compliance, and environmental sustainability.

PRINCIPAL ACCOUNTABILITIES
a. In-house development of Green IT solutions & platforms: In-house development of all digital platforms and solutions to meet HEA’s strategic functions while prioritizing Sustainable Software Engineering (SSE).
b. ICT Strategic & Sustainable Planning: Spearhead the development of the ICT Strategy and eco-friendly IT projects for the Authority.
c. Green Policy & Programmes: Effectively manage the development and review of ICT policies, standards, and security protocols, integrating green computing directives.
d. Sustainable ICT Systems: Effectively align systems and hardware specifications to ensure conformity to ICT policy, data security, and green procurement standards.
e. Paperless Business Solutions: Manage the effective provision of information technology business solutions to improve service delivery and eradicate paper waste.
f. Maintenance & E-Waste Lifecycle Management: Effectively manage hardware and software installations, upgrades, and eco-friendly lifecycle maintenance.

MINIMUM REQUIREMENTS
Academic & Professional Qualifications
a) Full Form V/Grade 12 Certificate or equivalent.
b) Bachelor’s degree in Software Development, Computer Science, Information Technology, or equivalent.
c) Master’s degree in Information Technology, Sustainable Technology, or equivalent (added advantage).
d) Certifications or proven training in Green Computing, Sustainable IT, or IT Asset Management (ITAM) will be highly valued.
Experience
a) Six (6) years of relevant IT development/management experience, two (2) of which must be at a middle management level.
b) Demonstrated experience in driving digital transformation or automated workflows.
c) Practicing member of the Information Communication and Technology Association of Zambia (ICTAZ).

REGIONAL MANAGER – NORTHERN
JOB PURPOSE
To manage both the technical and administrative functions of the Authority within the region while promoting and embedding environmental sustainability across all regional activities. The Regional Manager supports the Head Office in the registration of Higher Education Institutions (HEIs), accreditation of Learning Programmes (LPs), and Learning Programme Audits. The role holder is also responsible for institutional audits, surveillance, and inspections of HEIs ensuring that institutions not only meet standard academic criteria but also adhere to green campus frameworks, sustainable resource utilization, and eco-friendly operational standards.
PRINCIPAL ACCOUNTABILITIES
a. Policy and Programmes: Manage effectively the development and implementation of regional policies and programmes, ensuring the integration of green benchmarks to guide HEI operations and learning programme accreditations.
b. Learning Programme Audits: Manage regularly the auditing of Learning Programmes in the region to ensure conformity to set academic standards and the integration of sustainability principles in curricula.
c. Registration & Green Infrastructure: Manage timely the registration and classification of HEIs in the region, evaluating both educational infrastructure and environmental safety/sustainability compliance.
d. Accreditation & Sustainable Curricula: Manage timely the accreditation of learning programmes in the region to facilitate quality higher education that reflects emerging global environmental demands.
e. Institutional & Eco-Campus Audits: Manage regularly the auditing of HEIs in the region to ensure institutional compliance with academic benchmarks and green campus standards.
f. Surveillance and Inspections: Manage regular surveillance and inspections of regional HEIs to verify ongoing compliance with operating standards and statutory environmental rules.
g. Research & Green Skills Development: Manage periodic research in the region on topical and emerging higher education issues, prioritizing green skills gaps and climate-conscious quality assurance models.
h. Monitoring and Evaluation: Monitor and evaluate periodically the implementation of regional programmes to assess service delivery impact and promote eco-efficient resource use.
i. Digital & Sustainable Reporting: Coordinate the periodic preparation and paperless publication of state of higher education reports, registered institution lists, and accreditation updates.
j. Green Budgeting & Resource Efficiency: Coordinate timely preparation of the regional budget, factoring in total cost of ownership (TCO) and low-carbon operational targets.

JOB PURPOSE
The job exists to undertake institutional audits, institutional inspections and surveillances, and accreditation and auditing of learning programmes in the region to ensure that HEIs and Learning Programmes meet set standards. The job also exists to implement standards and enforce regulations in the region to provide regulatory oversight for Higher Education Institutions.
PRINCIPAL ACCOUNTABILITIES
a. Policy and Programmes: Undertakes periodically, the development and implementation of policies and programmes in the region to provide guidance in the accreditation of Learning Programmes and operations of Higher Education Institutions.
b. Standards: Undertakes timely, the development and implementation of standards in the region to guide the process of registration, institutional audits and accreditation of learning programmes.
c. Accreditation: Processes timely, the documentation for accreditation in the region to facilitate accreditation of Learning Programmes.
d. Learning Programme Audits: Facilitates periodically, the monitoring and evaluation of Learning Programmes in the region to ensure conformity to set standards.
e. Research: Undertakes periodically, the conduct of research on quality assurance of Learning Programmes and topical and emerging issues in higher education in the region to inform decision making.
f. Reports: Prepares periodically, the state of higher education report on accreditation of Learning Programmes, list of accredited Learning Programmes, list of registered and established Higher Education Institutions and other reports for the region to facilitate decision making and inform the public.
g. Budgeting: Prepares timely, Unit budget to facilitate acquisition of resources of the region.
h. Performance Management: Undertakes timely, preparation of individual work plan to monitor, evaluate and enhance performance.
